RP Singh founded BMS Scientific Services with one conviction: certification consultancy in India was broken because it had been reduced to paperwork. He rebuilt the model around regulator-grade documentation, in-person factory advisory, and senior-led engagement on every single project.

Vikas Mittal leads operations — from the moment a client signs to the day the licence is granted. With deep relationships across BIS-recognised labs and BIS regional offices, he ensures every BMS engagement moves predictably from kick-off to certificate.

BMS Scientific Services was started by RP Singh in 2022 to fix one specific problem he’d watched manufacturers struggle with for years: BIS certification documentation was being treated as paperwork, when it’s actually an engineering discipline. Mis-mapped IS codes, wrong test reports, factory layouts that didn’t match the application — these were the silent killers of certification timelines across India.
From the first engagement, BMS adopted a different model: senior consultants on every project, in-person factory visits before any application is filed, and rigorous IS-code mapping before a single document is drafted. Two and a half years on, we’ve delivered 200+ certifications across BIS Mark, BIS-CRS, FMCS and Hallmarking, with a first-time approval rate of 99%.
